Under the Animal Welfare (Livestock Exports) Act 2024, you cannot export live cattle, sheep, pigs, goats or horses for fattening or slaughter. This applies to journeys from or through Great Britain to anywhere outside the UK, Channel Islands or Isle of Man.
You can still export live cattle, sheep, pigs, goats or horses for other purposes. For example, for breeding and competitions. You are now required to provide proof of the purpose of export as part of your journey log application. APHA must be satisfied the animals are not being exported for slaughter or fattening. To facilitate this, the National Sheep Association has agreed with Defra to carry out an industry-assured verification process, in relation to evidence submitted to us.

Once the verification process is complete, you will be provided with a 13-digit reference code to add to section 1 of your journey log application. A 13-digit code can only be used on one journey log. That means you can complete the application process once if all the animals within a consignment will leave from the same location and have the same export destination (even if the consignment is made up of animals from multiple owners). However, you will need to submit multiple applications if a consignment has more than one origin and/or destinations and will require multiple journey logs.
The verification process takes up to five working days, although we expect the process to be quicker in most cases. The cost is £45+VAT per application, with an addition £10 per animal owner if you are a journey organiser applying on behalf of other people. This is a flat fee regardless of the number of animals being moved or the export destination country. The fee is non-refundable.
APHA will be notified of any 13-digit codes issued by NSA and will not approve a journey log without being satisfied the journey is for permitted purposes. The code is valid for 30 days from the date of issue.
Under the new legislation, sheep and goats can only be exported on a breeding certificate – or a production certificate if they are being exported for milk or wool production. Additional evidence will be requested for animals being exported for production rather than breeding.
